Position Overview:

The Law Enforcement Training and Standards Board (ILETSB) invites well qualified candidates to apply for the position of Operations Counsel and Ethics Officer. The ideal candidate for this position will have the ability to work in a fast-paced environment, have the ability to develop and maintain positive and effective professional relationships, be highly organized, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. Essential Functions

• Serves as Legal Counsel for Agency Operations Division.
• Administers and implements policies concerning the processing of legal inquiries, subpoenas, documents, records, and regulations to ensure that staff handles and processes documents within legal restraints and confidentiality requirements.
• Acts as the Agency’s Ethics Officer.
• Confers with and provides guidance to the Executive Director, Deputy Director of Operations, Chief Fiscal Officer, Chief Certification Counsel, and HR & Labor Relations Manager on the legal aspects of varied and complex issues.
• Monitors and drafts legislation, resolutions, and amendments pertaining to law enforcement, corrections officers, court security officers, Board funding or other law enforcement-related issues.
• Assists the Board and Certification Review Panel pertaining to the discretionary decertification of law enforcement officers.
• May be appointed by the Attorney General as special counsel to represent the Board in legal actions and litigations.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Knowledge, skill, and mental development equivalent to completion of four (4) years of college, possession of a degree from an accredited law school, and possession of a valid Illinois law license.
• Prior experience equivalent to three (3) years of progressively responsible state government and administrative experience in a public or business organization.

Preferred Qualifications

• Five (5) years or more of progressively responsible prior experience in state government and administrative experience in a public or business organization.
• Three (3) or more years of prior experience with and knowledge of public and business administration, principles, and practices.
• Two (2) or more years of prior experience with and knowledge of the law as applicable to criminal justice, law enforcement, law enforcement agencies, and labor relations.
• Six (6) months or more of prior experience with and knowledge of ILETSB programs and services, objectives, activities, operational systems, polices, and procedures.
• One (1) year or more of proven ability to analyze administrative problems and adopt an effective course of action.
• One (1) year or more of proven ability to develop, install, and evaluate new and revised methods and procedures.
• One (1) year or more of proven ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
• Three (3) years or more of demonstrated ability to develop and maintain professional, cooperative, and effective working relationships.
• Three (3) years or more of proven proficiency utilizing Microsoft Word, Outlook, Excel, and Adobe Acrobat in a professional capacity.

Conditions of Employment

• Possession of current & valid Illinois license to practice law.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate.
• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last ‐ minute overtime. This requires the ability to work evenings and weekends.
• This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
• Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other law enforcement/criminal justice related topics relevant to the job duties.
• Requires ability to pass a criminal background and employment history check.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Its purpose is to promote and protect citizen health, safety, and welfare by encouraging municipalities, counties, and other governmental agencies in their efforts to upgrade and maintain a high level of training and standards for law enforcement personnel.
